U21-Europamästerskapet i fotboll 1980 spelades under två år mellan 1978 och 1980. Totalt 25 lag deltog i turneringen. Sovjetunionen vann turneringen efter att ha besegrat Östtyskland i EM-finalen. Lagen delades upp i åtta grupper med tre eller fyra lag i varje grupp, där varje gruppsegrare gick vidare till slutspel. Slutspelet bestod av dubbelmöten och inleddes med kvartsfinaler.
