U21-Europamästerskapet i fotboll 1978 spelades under två år mellan 1976 och 1978. Totalt 24 lag deltog i turneringen. Jugoslavien vann turneringen efter att ha besegrat Östtyskland i EM-finalen. Lagen delades upp i åtta grupper med tre lag i varje grupp, där varje gruppsegrare gick vidare till slutspel. Slutspel bestod av dubbelmöten och inleddes med kvartsfinaler.
