- ^ [a b] Egypten skulle spela i Rumänien i december 1937, men Egypten vägrade detta då matchen skulle ha spelats under Ramadan. Enligt egyptier skulle det vara "omöjligt" att spela fotboll under denna tidpunkten. Rumänien blev därmed direktkvalificerat.
