Kvalspelet till U21-Europamästerskapet i fotboll 2009 spelades 31 maj 2007-15 oktober 2008. Sverige var som värd av tävlingen direktkvalificerat.
Gruppspel
Grupp 1 bestod av sex lag, medan resterande grupper bestod av fem lag. Gruppvinnarna och de fyra bästa tvåorna gick vidare till playoff-spelet.

Eftersom Grupp 1 hade sex lag, räknades endast resultatet mot de fyra högst placerade motståndarlagen. Azerbajdzjan slutade sist i gruppen och Kroatiens 3–2 samt 1–0-vinster räknades inte i rankningen.
Playoff
De tio gruppvinnarna och de fyra bästa grupptvåorna delades upp i sju par, där varje par spelade ett dubbelmöte. Vinnarlaget från varje dubbelmöte, sammanlagt sju stycken, kvalificerade sig sedan för U21-EM 2009.
