Kvalspelet till Europamästerskapet i fotboll 1992 bestod av 34 nationer som delades in i sju grupper om fem eller fyra lag och varje gruppvinnare gick vidare till mästerskapet. Värdlandet, Sverige, var automatiskt kvalificerade och deltog inte i kvalspelet. Kvalspelet spelades mellan 1990 och 1991. Östtyskland drog sig ur i och med föreningen av Väst- och Östtyskland som deltog gemensamt som Tyskland. Detta innebar att 33 nationer deltog i turneringen.
Gruppspel
Jugoslavien, som vann grupp 4, uteslöts på grund av kriget i landet och Danmark tog platsen istället, som kom på andraplats i samma grupp som Jugoslavien.
