Europacupen i fotboll för landslag 1964 var den andra upplagan av Europamästerskapet i fotboll. Slutspelet förlades till Spanien (värdnationen bestämdes efter kvartsfinalerna), och finalen spelades i Madrid, där Spanien besegrade Sovjetunionen. Turneringen spelades som en ren utslagstävling, utan gruppspel, och fram till och med kvartsfinalerna möttes lagen i dubbelmöten hemma och borta.
29 nationer ställde upp, men Grekland drog sig ur efter att ha lottats mot Albanien i första omgången. Sovjetunionen, Österrike och Luxemburg lottades att gå direkt in i andra omgången, eftersom det var ojämnt antal lag.
