This template does not apply to postage stamps first published after 1989. Because Posti- ja telelaitos was changed from an authority to a company in the beginning of 1990, postage stamps published by Posti- ja telelaitos were not anymore part of decisions by an authority. Most probably the copyright owner of postage stamps published after 1989 are Itella Oyj or the designer of them.
